Born at home in Delphos Kansas raised in Eureka California
began his career with the US Geological Survey water resources division in Eureka CA in October of 1958 as a Hydrologic Field Assistant GS3.
In 1995 the USGS offered a buyout of several thousand dollars to higher GS grades and a paid-for relocation, Hiner retired after 34 years of service with the USGS.
